在澳大利亚 The pool at of an IP needs to be resurfaced (or so the pool doctor says), the cost was estimated to be $10K ($10,000), after recoverying from my impresssion of a cat coughing up a fur ball, it just seems far too much. just a quick question. In Brissie, when you have to pay the infrastrucutre charges, exactly when does this happen?

ie. if a site is advertised with DA approval, have the IC been paid?
If advertised with BA as well, have they been paid then?
Is it once construction starts?

Some sites look like they've priced it in (or they haven't and the site is overvalued), but i'm not sure which.

And are the ICs the same as "headworks"

A couple of novice question I know, but they do it a bit differently in SA where I'm currently based and I can't find it on BCC's or Logan's website.
