Pay $1m and receive $104k in rent from owner, or (assuming you want it & you can't get it @ Dave's $700k) pay, say $849k and rent it for two years @4% yeild (trying to be realistic and not knowing the market).

5% return on such a outlay must have a good potential advantages. Dave's offer would be reasonable otherwise perhaps walk away.
