澳洲Australia property Valuer is asking Draft strata plans prior

I am in the process of getting a valuation done via a bank to build a 4 Unit development in Mt Gravatt area. Valuer is asking Draft strata plans prior to value the land. Council has approved unit development in separate titles and request to reconfiguration of the land once the unit develops to lockup stage. My surveyor is telling me format plans not the strata plans will be only developed once the units reach to lockup stage. Does anyone went through this type of issue when they develop units in separate titles.
I don't think it is unreasonable. i was asked for a two lot strata.
It would be pretty easy to knock something up to satisfy them.
