If cars will not be driving on the pavers, I would just spread out your brikkie's sand roughly, soak it big time with the hose then get a few people to help you stamp it down with their feet (may also break the drought!), leave it until dried and then screed.
Set up a boundary with some wood on the outside, lay your sand within the wood and screed, making sure you have a slight fall away from the house. Lay your pavers and sweep sand on top of them. Some people set up a string line with a spirit level between posts when doing the sand
