新西兰谁能解释一下最新政策下diploma Level 7 是否免雅思

最新政策下雅思成了硬性要求，当然有几项例外，请教明白人，那么很多理工学校及私立学校的diploma Level 7 是不是也是免雅思？还是必须要bachler degree Level 7?

但是如果是2年的 graduated diploma 会不会 免雅思呢？？ 要看官网的说法，如下

注意第一句 a recognised qualification comparable to a New Zealand level 7 bachelor’s degree
是 level 7 bachelor degree,
但是 他们用了 这个词 comparable to, 中文是 相提并论的， 没有说完全就是。。 咬文嚼字 很重要！！
那什么是 相提并论的 呢？？？ 再回到文章一开始我给的链接 看图

谢谢分析！但的确有很多2年diploma 是level 7 的，但根据你的分析，2年的level 7的diploma也不能算数了
