excluding dockland as the fishes have been contaminated already
Please recommend some locations near Meloburne City with 2 hours drive

As Eric advised above you may try Werribee river or along Carrum/Patterson Lakes.
Martha Cove river mouth or outer areas also worth a try. Please note one is not allowed to fish inside the stream and there is all the giant breams lurk
