想不到2016第一天我就烦恼！
大概两年前买了现在的房子自住，对面有个大绿地中的网球场，当时认为街上居民少些是好事，况且我一直想学打网球。
2015年开工upgrading网球场，整个场地重新翻新外，还在其中一个场地两头装了篮球架（正对我主卧的窗户）。12月完工后每天有人在那儿打篮球，有时还不止一个球，球击地面声音不绝于耳，这倒没什么，我宽慰自己有人在周围白天没贼惦记 。
可现在的问题是有些人一早6点前就开始玩球，今天元旦我被吵醒后开窗冲着那个人吼了句"It's too early, man!"。对方是个黑人小伙儿，对我的不满并不在意，因为耳边不久又是“嘭嘭”声
我住的是个普通的中产阶级区，街上大部分都是居住了几十年的老居民。附近有政府公屋（买房前很在乎这个，但买了后才知道那些建的挺漂亮的一排房子是公屋 ）。
想给本地council或councillor写信要求对球场设置的时间段，例如早7点后才可以用。但我知道开放的场地对不自觉的人是没用的，甚至想到联系下周围邻居居民一起petition试试，但自己语言还没好到那程度啊！
我该咋办？
可笑的是前些日子有个在附近住了几年的阿姨说新建的公共设施给我的房子增值不少

I can't believe what I am about to do because starting 2016 with a complaint doesn't seem right. However, I am really fed up with this matter.
I am a resident living at ***. My house is opposite the tennis courts. I appreciate the work council did on upgrading this area except one, the newly erected basket ball poles just in front of my bedroom across the street because some people start playing as early as before 6 am in the morning. The constant noise from basket ball pounding the ground is annoying and I was woken up again this morning and have been feeling awful today.
Could you please help me report this issue to the council and request a curfew time restriction on using this court, like between 8 am and 8 pm during the day? I would really appreciate if a sign indicating this was put there.

我1月1号，3号给本地一个councillor发邮件投诉此事后至今没有回复；7号给本地council投诉，指出安放篮球架是个poor design，一是距离居民太近，二是另一侧的reserve concrete wall works like a loud speaker, reverberating noise through homes around（也就是说，产生的噪音不会传到绿地，而是被紧挨球场一侧的墙壁反射给周围住户了），可至今没有回复。
好在一个本地朋友帮忙，她给另一个本地councillor发邮件提及此事，这个councillor倒是积极，不过回复内容如下：
“I have been in touch with the playground/courts designer, who is a member of our staff.
As a practitioner with a lot of experience in this type of infrastructure, he has advised me that basketball rings always receive a lot of use immediately after installation (due to the novelty factor), but that it usually drops right off after a few months. The nice weather in recent weeks along with daylight saving would have further intensified the usage.
He has also advised that aside from removing the basketball ring, there is no simple engineering solution to the issue.
The advice that I've received is that we should monitor it for a bit longer and see if the usage drops off once it is no longer brand new and the weather cools down. If it is still an extreme issue, then we'll look at Plan B. ”
council这个designer就是在敷衍，说什么刚安装大家图新鲜玩得多，等过几个月新鲜劲儿一过就消静下来了，还说近期天气良好，日照长也会导致打球次数增多。那这几个月我们周围的住户就只能忍着吗？等过了冬天天气回暖人们玩球多我们再投诉，再被告知等天冷了就好了吗？难道现在装个time restriction的牌子就那么难？
我给朋友回复，希望她向这位councillor转达我当下要求：1.把距离我卧室26米内的那个篮球架拆掉；2.把另一个的篮板拆掉，这样就成了ring hoop，否则球击篮板的噪声实在太大；3.设置时间限制牌子。
奇怪的是周围居民没一个出面组织的，我已经写好了建议他们向政府反应受噪音干扰的纸条。前天8点半后依旧有人在玩球，我在周围居民门前转了转，大概10来户会收到明显噪音，每家的roller shutters都是降下来的。可。。。。我下不了决心把建议书放进他们信箱

刚才收到councillor的回复，就是敷衍了事，对于我去信中提到在记录每天的玩球时间感兴趣，但我建议挂个时间限制的牌子却只字不提，尤其是我还提到设计有缺陷（距离居民住宅近；球架边的绿地水泥墙把噪音反射给居民）。我可以肯定的是进入冬天玩球的会减少，但冷天过后进入春季呢？这不明显是拖延吗？！
我给本地的的MP写信会有用吗？

Firstly, I acknowledge and appreciate how you are currently feeling. I think the idea of keeping a spreadsheet is a good one. This should provide a good idea of what is going on and at what times.
As I advised Karyn, I have been in touch with the designer of the courts/playground. He has a lot of experience in designing and managing the construction of these kinds of facilities. His advice to me was that basketball rings always receive heavy usage immediately after installation. Combine this with nice weather, daylight saving and school holidays which would have compounded the effect. I don't know what will happen, but I think and I hope that the intense usage will drop off in the coming month or two. If this does not occur, then we'll need to look at what else can be done.
I don't want you to think that I am ignoring you or the situation, but I would like to see if the usage drops off (as anticipated) before we consider other solutions.

Yes your email was received.
I have discussed the situation with other EPA officers.
The noise you are experiencing is noise from a public place, and the EPA does not deal with such noise.
If the users of the area are creating excessive noise, above the usual level of noise associated with playing basketball, you have the option of contacting Police. Police can carry out a subjective assessment of the noise and take action if required, in accordance with disturbing the peace. They will use the Environment Protection Act as the legislative tool.
If the noise level is just due to playing basketball, then they probably will not deem it excessive.
I suggest you contact the council and discuss options with them about potential noise abatement, or maybe time restrictions on the use of the court.

Apologies that you have not received a response to date on the issues you have raised at Edwardstown Oval Playspace in regards the noise you are experiencing from the new basketball facility.
We did receive an email from Councillor Pfeiffer who raised this issue on behalf of a third party on the 4th January. We responded to the councillor advising that we will monitor this situation. With any new facility we do notice an initial increase in use; and with it coinciding with school holidays and increased hours of daylight this can combine to heighten the facilities popularity.
I would like to take the opportunity to come and meet with you on site to discuss this further and give you a chance to explain at first hand the issues you are facing. I would also like to provide you with some background on the decision taken for the inclusion of the basketball hoop in the design which was developed from community consultation.
We can also discuss further your suggestion of signage for restricting use; and the processes and reality of this approach.
Please note my working days are Wed-Fri.

楼主英文很不错，curfew一般指政府或军队发布的宵禁，用在这里有点过了，用个简单易懂的service time也能表达清楚。
