165签证持有者及家属不需要做生意或75万债券之外的投资，但是必须符合居住要求，75万债券保持四年，转PR时不能更换主申请人，只要你符合这些条件165拿到后满四年直接交表转PR，连中介都不用，一般两个月就通知贴签证了。

不对啊，我在移民局网站上看到维州的下面条件：
• Meet the Department of Immigration and Citizenship (DIAC) eligibility requirements for these visas.
• Have maintained their Designated Investment with the Treasury Corporation of Victoria for the prescribed time.
• Have a genuine commitment to remain in Victoria and to continue to operate an ‘eligible’ business.
On a case by case basis the Business Migration Unit may request information which is in addition to that provided in the initial application.
An ‘eligible’ business can be any commercial endeavour excluding passive investment.
这里有个“eligible" business, 这个还不能是被动投资啊？

这个签证类别本来就是做被动投资的，我朋友一家刚办下来，很顺利。

但办下来的最终目的是要转永居啊，但转永居的话893貌似还要做生意？那如果还要做生意的话，这个类别貌似就不划算了啊。这个本来临居就要4年，还要75万投资债券，还要做生意。那比163不是条件苛刻多了？

我朋友一家就是刚转了永居，他们成天在这儿打高尔夫，呆了四年，你看看移民局对893主申请人的要求吧：To be eligible for this visa you must have met the obligations of the Investor (Provisional) visa, as well as meeting the following requirements. You must provide evidence of each of the requirements with your application.
Provisional visa holder
You are the holder of a State/Territory Sponsored Investor (Provisional) visa as the main applicant and have been in Australia for at least 2 of the 4 years immediately before you apply.
Sponsor
You have been sponsored by an appropriate regional authority of a state or territory government.
Acceptable business record
You or your partner (if any) have never been involved in unacceptable business or investment activities.
Commitment to business in Australia
You have a commitment to continue to maintain a business or investment activity in Australia.
Designated investment
At time of decision, the designated investment held in your name (or you and your partner together) has been held continuously for at least 4 years.
Health
You must meet certain health requirements and may need to undergo a health examination.

Australian Values Statement
If you are aged 18 years or over, you are required to sign an Australian values statement. The statement is included in your visa application form and all applicants aged 18 years and over will need to sign it to confirm that they will respect the Australian way of life and obey Australian laws. Before signing this statement you are required to have read, or had explained to you, material made available by the government on life in Australia which is contained in the Life in Australia book.

你有没有注意那里写的是“生意”或者（“OR”）“投资”，其实这个类别就是做被动投资的，国内很多人选163是因为75万澳币在中国交所得税的证明不好提供，我那朋友一家在澳门房产生意很大，交税的证明足够，所以他们办了165转893，而没有选要做生意的163转892。

我看了各个州的要求，上面列出的这个是893总的要求，但各个州的要求会在总的基础上有所不同。

各州的要求是在洲担保时用的，我朋友一家就在墨尔本办的，现在拿到PR回澳门了。

我研究了移民局网站上各个州关于165以及893的申请条件，西澳，南澳，昆士兰没有明确说做生意或者投资，新洲和维州165申请条件明确提出来要operation an "eligible’ business,而且这个business还不包括passive investment。估计这个是新政策吧。
怕的是4年后等临居要转永居时，万一又有新政策了，那就不知道怎么办好了。而且维州和新洲的这个“eligible" business没有像892那样明确条件，这个没有条件的问题就不知所措了，感觉怎么说都对，怎么拒绝都有理
