基本就是4楼的说法，以前收音机里听到过，传来传去的变成现在这样了,
其实和澳洲护照去中国申请的中国签证根本2嘛事，根本就不是啥签证

so called 外国人is foreigner who hold other country passport and not permenant resident.
So only PR who plan to live in China permenantly need to get approval from China gov....
understand now... if travel to China for a couple of month, it should be fine?
