Yes you can sponsor parents and in-laws at the same time but as sponsors have to sign to confirm they will financially support the applicants if necessary for up to two years after grant of visa you need to be sure that you can do this. Is there a reason your husband will not be sponsoring his own parents? Although the sponsor needs to be settled in Australia if the sponsor is not the child we still take into account whether the child is settled.
If you have not sponsored anyone before you should say no in Form 40.

For most applicants, your child or your child's spouse or de facto partner will need to sponsor you.
If your child is younger than 18 years of age you can be sponsored by:
-your child's spouse, if the spouse has turned 18 and is a settled Australian citizen, permanent resident or eligible New Zealand citizen
-a relative or guardian of your child
-a relative or guardian of your child's spouse, if the spouse has not turned 18 and is a settled Australian citizen, permanent resident or eligible New Zealand citizen
-a community organisation.
