如题！想在澳洲帮父母办移民，但是有8503，不能在澳洲办。有没有有经验的！两个子女都在澳洲，一个入籍了，一个PR！有没有专家介绍一下！谢谢先！

基本上中国申请人没有办法在访问签证上豁免8503条款。

有朋友的父母过来申请的三个月就没有8503。在这里延期最多可以延9个月，要在这里照胸片。

递交父母移民以后就再申请旅游签证就没有8503了。
只有年迈类别的父母移民可以以在澳洲递交申请。

Requesting a waiver of condition 8503
It is not possible to request that a mandatory condition 8503 be left off your visa at the time you apply for the visa. However, if you are in Australia holding a visa with condition 8503 imposed on it and your circumstances change, there is provision to waive the condition in limited circumstances that are set out at Regulation 2.05(4) of Australia's migration legislation.

This regulation states:

.. 'the circumstances in which the Minister may waive [condition 8503] are:
(a) since the person was granted the visa that was subject to the condition, compelling and compassionate circumstances have developed:

(i) over which the person had no control; and

(ii) that resulted in a major change to the person's circumstances; and

(b) if the Minister has previously refused to waive the condition, the Minister is satisfied that the circumstances mentioned in paragraph (a) are substantially different from those considered previously; and

(c) if the person asks the Minister to waive the condition, the request is in writing'.

Because this is law, it is not possible for the department to consider waiving the condition for any other reasons.

Therefore, if you do request a waiver of condition 8503, the departmental officer who considers your request must be satisfied that all of the above requirements apply in your case, namely that:

the circumstances that have developed since you were granted the visa are both compassionate and compelling
you had no control over these circumstances
these circumstances have resulted in a major change to your personal circumstances.
Waiver is not automatic - each request is decided by assessing your particular situation against the above legal requirements.

境内申请听印度同事说会给你bridging  visa,直接有medicare用，不用等。待确认

北京申请的一般没有8503, 至少我岳父岳母的探亲签证都没有.
上海的有.

Medicare
The majority of parent visa applicants apply for their visas while they are residing
overseas. Nevertheless, there are limited circumstances under which a person can apply
for an onshore parent visa while lawfully in Australia on a temporary visa (see second
footnote on page 14).
If you apply for an onshore parent visa, you need to consider the issue of health
insurance as you may be waiting for a prolonged period in Australia while your visa
application is finalised. You need to be aware that:
• parent visa applicants in Australia are not eligible to access the Australian
Government’s health care scheme, Medicare, for the entire period that they are
awaiting a decision on their visa application;
• certain parent visa applicants in Australia who are citizens of a country that has a
reciprocal health care agreement (RHCA) with Australia may have limited access to
Medicare services; and
• eligibility for full access to Medicare coverage occurs only AFTER parents have been
either granted their offshore parent visa and have entered Australia or when they are
granted their onshore parent visa in Australia

付费143/排队103，对于境内申请和境外申请的区别不大，排队时间差不多。所以说，有8503也没有什么，境外申请就是了。

没有8503条款，在澳洲递交付费移民，然后得到过桥签。有个这个过桥签，是不是就可以在澳洲呆下去直到拿到TR 或者PR? 另外在这个过程中能离境再回来吗？

另外，如果办理分两次付费的父母移民。交了第一次钱后得TR。这TR要在澳洲等两年后再交二次钱得PR吗? 这个两年要一直在澳洲常驻吗？中间能回国吗？

如果先为年迈父母排队103, 再办理676或者600旅游签证,能不能豁免8503? 等老人来了以后,再由103改804可以吗?
