Proof of Age card
The Victorian Proof of Age card is used solely to verify that a person seeking to enter licensed premises or purchase liquor is over 18 years of age. This card is recognised throughout Australia.
Any person who has reached the age of 17 years and 11 months can apply, however you must wait until you are 18 years of age to use it.
You can pick up a Proof of Age card application form and have your photo taken at some VicRoads Customer Service Centres.

不是上面的，应该是keypass,在当地警察局就可以拿表申请，类似我们的身份证http://www.keypass.com.au/，没驾照的可以用这个。
