I think that if Dodo want the smart meter, they can organise the key.
Surely they would do all the meters at once, and more likely the distribution company would do it.
I'd not be too worried, just email back saying you don't have the key and to contact the strata manager.

They can only change meters for their customers, and the OP may be the only Powershop customer in the apartment复杂的。

This is part of the stupidity of handing metering over to the retailers.
