If this is a RAM-activated process...why isn't it automated in order to perform an over-the-phone identity check?

It can take a week or two to get into a queue on the ATO line. Its really just pot luck. Just call a random times and when you do get through then they can sort this issue quickly. As mentioned use myGov and not the horrendous myID

myGov and myID are not the same thing. myGov still exists.
