1月23日截止。
公众可以各抒已见,发表看法。
select committee是法案很重要的一步,select committee向公众咨询新法律考虑不周或者欠妥之处, 公众咨询意见会整理后提交给国会二读。 Select committee有权利要求国会针对这些问题作出新的调查。

haha.... interesting read ( on the OIA bill, and treasury reports), I will gather the information (opinions) here and write the submission (to the Select Committee) for the 2nd reading.

The due date is 20/1/2018 if anyone is interested and got nothing to do on holidays, after that, the Bill will go through 2nd reading, likely will be passed and Stamp by Governor General. Will be law by late January 2018.

it is not opposition as such ( the government is in majority to pass the Law), just voice (if you have and have the ability to do so) your opinions on some clauses, definitions, clarity and practicality in terms of how the OIA can enforce the legislation, and providers of service can comply without ambiguity.

A good law is people can understand, easy to follow, providers of service can comply without much ambiguity and the intention of the Act (OIA) is achieved.

Participation is part of democratic process, I have seen many interest groups opinions were read out and considered by the select committee in the passing of any Act. Although your opinions expressed will be considered by the select committee but not necessarily followed.

This only applies to "Overseas Person"

The consent might subject to conditions, or overseas person might undertake to build houses and will be required to sell the house upon completion. Or Certain Class of visa that allows the "overseas person to acquire residential land while living in NZ and will be required to dispose of upon leaving the Country" ( if it is part of the consent issued by the OIA office).

The bill says: ( S 41E and F)
If OIA discovers any breach, they may issue a notice to dispose of the property - ie "if there is any reasonable ground to believe any breach or the Act has been contravened"

- The Act provides 90 days notice for the person to take action, otherwise, the OIA will step in to dispose of.

The Act will function on the following basis:

The OIA Office as a regulatory body will likely proactively monitor those that they issue conditional consents and for the rest relying on the Conveyancers to certify the transactions as "non-overseas person transactions" or " Overseas person transaction ( must sight consent or nature of transaction)" as a way to classify any transaction on Land Registry (LINZ).

The Act imposes liability and responsibility on the Conveyancer when registering any title to " sign and certify that the OIA Act will not be contravened or breached" for any transaction. So, they are the Gate-keepers for the OIA office in the first instant. The Costs will be passed on to the users.
