请问万能的....
小孩在中国刚出生，能不能领取newborn upfront pay？看上有人说如果在26周前回澳洲的话，还是会有的。查了central link上的信息，没有关于海外出生的解释，不知道这26周是怎么来的？
另外小孩和老婆打算拿旅游签证去澳洲，在境内办理S02/801 配偶移民。 那么老婆一开始是TR，是不是不能申请parenting payment? 如果我有全职工作，税前8万左右，能不能以我申请parenting payment，还有大概fornight能拿到多少？

18周产假是给休产假母亲的。你老婆需要有medicare.
To be eligible for Parental Leave Pay, you need to:
be the primary carer of a newborn or recently adopted child. The primary carer is the person who most meets the child's physical needs. This is usually the birth mother of a newborn or the initial primary carer of an adopted child. You are considered to be the primary carer from birth, even if your child is in hospital
have met the Paid Parental Leave work test
meet residence requirements from the date the child enters your care until the end of your Paid Parental Leave period
have received an individual adjusted taxable income of $150,000 or less in the financial year either before the date of birth or adoption, or the date you claim, whichever is earlier, and
be on leave or not working from when you become the child's primary carer until the end of your Paid Parental Leave period

There are a number of child/baby related benefits for new parents:
1. newborn upfront payment (previously known as baby bonus) and newborn supplement
You may be eligible for Newborn Upfront Payment and Newborn Supplement if you or your partner has given birth to a child and:
•you are eligible for Family Tax Benefit Part A at a rate greater than nil
•you have registered or applied to register your child's birth, unless they were born overseas, and
•your child is less than 1 year old
So in your case, the two big issues are whether you can receive FTB Pt A which has income and residence requirements; and whether the fact that your child was not born in Australia disqualifies you. You'll need to seek advice from Centrelink.
2. Paid parental leave
There are work and residence tests you must meet. In the case of your wife, who has not resided or worked in Australia, this probably means she is not eligible.
If you were to apply as the father, you will need to demonstrate that YOU are the primary carer, i.e. not working but is looking after the child full time.
3. parenting payment
Again, there are residence and income tests. If you earn above a certain amount, you cannot receive it. More info. available here:

Finally, just my personal view, as a non-tax paying, non-Australian resident, it would be unfair for your wife to attempt to claim any payment from the Australian government. She has not contributed to the Australian economy in any way to justify the payment of benefits.
As for you, I think you can probably access Dad leave, or perhaps paid parental leave if you truly are the primary carer. Otherwise, depending on your income, you could also receive parenting payment or FTB.

在国内生应该是没有的。我已经在悉尼了，我是pr，我老婆办的配偶，我们都想回国生孩子，然后一打听新生儿的福利应该是没有的
