Did some reading and apparently Panasonic is often highly praised here, but I wasn't able to find any that are heat pumps – they don't seem to mention that anywhere.

Any Air Conditioning system is a heat pump.
An inverter would reduce the on-off type operations and this is an option or大多数现代单元中的标准。

The Panasonic ducted units are heat pumps, just the term heat pump is not that common in AU, not like NZ etc.
The Panasonic have a wide operating range (inverter) so can ramp right down, for a single room if required, all depending on sizing etc.
They also offer their own inhouse 8 zone system with a wifi and app.
so you can turn each zone on/off as required

In Tasmania they are universally referred to as heat pumps – and are rarely used a aircons,In Victoria the terms heat pump and aircon are used interchangeably,In Queensland they are called aircons, and a rarely used for heating.Virtually尽管几个（较旧的）单元只有一个功能。
