I think the previous owner didn't apply grout correctly and mess everywhere, is there a better way to clean it up from the tiles ?

Is it grout, or silicone?
If it's silicone it might indicate that the shower was leaking and this was

acid dissolves (slowly) grout, so a bit of vinegar might well get that off.
It might also be calcium build up from water sitting there to evaporate which vinegar may also remove.
