It is sinful not to wash the areas of the penis after urinating and the anus after defecating. I even use soap when I clean my anus because I don’t want the bacteria/dirt to spread to my clothing which rubs against my skin, these things lead to itchiness, infection, etc. We Muslims are very proper in cleaning. You can use wet wipes to clean your anus and you can apply soap to it and then use anotehr wet wipe to wash the soap off, or you can use water and your hand and then clean the hand vigorously.
Likewise, when you are purifying your anus/penis, make sure you do it with your left hand, because the Prophet (sallahallahu alaihi wasalam) said:
the Prophet (peace and blessings of Allaah be upon him) said: “None of you should touch his penis with his right hand when he is urinating, or wipe himself with his right hand after relieving oneself, or breathe into the vessel (from which he drinks).” (Narrated by Muslim, al-Tahaarah, 392)

When most men finish draining the lizard, they will give it a few shakes and squeeze it before zipping back up. I have however witnessed men do different things while I have waited in line to use the urinals. Once at an airport in Texas I saw an older gentlemen leave the urinal with his penis hanging out- he walked casually to the hand-dryer and squatted down, pushed the dryer and held his penis upwards and let it dry for a minute before tucking it away and zipping up. I personally cant imagine doing that- I probably would get a HUGE erection if warm air was blowing on my penis head lol. i saw a man once leave the urinal while cupping his junk and went to the paper towel station and took a paper towel to dab at his penis. Men do very weird things in public restrooms lol. Most men dont care though about seeing penises hanging about- we all have one in the mens room so nobody is surprised when they see one.

不然尿完干净的很，清清爽爽的，为何要洗？外部丝毫不会碰到尿水
每天洗澡的时候，都会清洗，不就够了？
