Palace letters' expected to reveal what Queen knew about Whitlam government dismissal

Sir John Kerr dismissed the Whitlam government in 1975 without telling the Queen, correspondence to be released this morning between the governor-general and Buckingham Palace shows.

David Fricker, the director of the National Archives of Australia, has previewed some of the 1200 pages of documents.

Sir John wrote in one letter: "I should say I decided to take the step I took without informing the palace in advance because, under the Constitution, the responsibility is mine, and I was of the opinion it was better for Her Majesty not to know in advance, though it is of course my duty to tell her immediately."

The 'Palace letters' - correspondence between the Queen and Australian governor-general Sir John Kerr in the lead-up to the Whitlam government's dismissal - will be released to the public later today.

Until now the 211 letters have been held from the public by the National Archives of Australia in Canberra, which refused to release them because they were deemed as private documents.

But in May the HIgh Court ruled the correspondence between Queen Elizabeth and Kerr were the property of the Commonwealth.

The letters, written from 1974 to 1977, will be released online by the National Archives at 11am AEST today.

Professor Jenny Hocking who brought the successful High Court action said keeping the letters secret only fuels public distrust.

The release will show exactly what the Queen knew about the sacking in 1975 of Australian prime minister Gough Whitlam, 9News' Chief Political Editor Chris Uhlmann said.

The events of 1975 marked the only time an Australian prime minister has been dismissed by the monarch.

"This will be an important moment because the Governor-General acts on behalf of the Queen in Australia and if the palace was advising on the dismissal of an Australian Prime Minister, that will be a big deal," he told Today.

"The whole idea of a Governor-General is that he acts in concert with his Prime Minister. He should be talking to his prime minister. He doesn't act alone."

Uhlmann said the letters may show the Queen knew more about the greatest constitutional crisis in Australian history than she previously alluded to.

"It will shed a lot of light in Australian history and it may well be a little black mark in the Queen's notebook."

The 1975 Australian constitutional crisis culminated on November 11 1975 with the dismissal from office of Whitlam of the Australian Labor Party, by Kerr.

He then commissioned the Leader of the Opposition, Malcolm Fraser of the Liberal Party, as caretaker prime minister.

澳洲人选举的Whitlam总理要在国会曝光CIA对澳洲的间谍行为的当天，被通美的澳督先斩后奏罢免并解散政府。

The former CIA agent Victor Marchetti explained the US-Australian relationship thus: “So long as Australians keep electing the right people then there’ll be a stable relationship between the two countries.”

Whitlam believed that a foreign power should not control his country’s resources and dictate its economic and foreign policies. He was particularly discomfited by the existence of American bases on Australian soil.

Whitlam demanded to know why the CIA was running a spy base at Pine Gap near Alice Springs, a giant vacuum cleaner which, as Edward Snowden revealed, allows the US to spy on pretty much everyone and anything.

Marchetti, the CIA officer who had helped set up Pine Gap, later told Pilger: “This threat to close Pine Gap caused apoplexy in the White House … a kind of Chile [coup] was set in motion.”

The new US Ambassador to Australia, Marshall Green, appointed by US President Richard Nixon, was freshly drafted in from Chile, where the CIA had helped topple the democratically elected President Salvador Allende the previous year.

Before long, communiques to the US State Department reported that Murdoch had issued confidential instructions to editors of his newspapers to “Kill Whitlam”.

With key figures in the Labor Party describing the then bombing in Vietnam as “corrupt and barbaric” and threatening to close the US bases in Australia, the CIA stepped in.

In 1975 senior CIA figure Theodore Shackley wrote to ASIO: “The CIA feel that if this problem cannot be solved they do not see how our mutually beneficial relations are going to continue.”

John Pilger is convinced that the 1975 Australian poll was subject to US interference.
Pilger records that on November 10, 1975, Whitlam was shown a top secret telex message sourced to Shackley, the head of the CIA’s East Asia Division, who had helped run the coup against Allende in Chile. Shackley’s message was read to Whitlam. It said that the Prime Minister of Australia was a security risk in his own country.

The day before, Governor-General Sir John Kerr had visited the headquarters of the Australian Defence Signals Directorate, another of Australia’s national security agencies, and was briefed on the “security crisis”.

On November 11, 1975, the day Whitlam was to inform Parliament about the secret CIA presence in Australia, he was dismissed by the Governor-General.
