一项调查显示，墨尔本东南部的黑市香烟销售十分猖獗，顾客们排着长队来购买非法香烟。
长达一个月的秘密调查发现，Springvale区是被称为“碎切烟草”（Chop Chop）的非法烟草销售的热点地区。
调查在Springvale发现了10多家亚洲杂货店，超级市场和烟草专卖在贩卖非法烟草，有需求的人们排起长队，要求购买“廉价香烟”。
当调查者走进亚洲小杂货店问老板有什么“廉价香烟”时，得到答复说“我来看着柜台里面有什么”，然后看到那里有着数十包非法万宝路和红双喜香烟，20支装每包的价格为20澳元。
在另一家著名的烟草专卖店里，你能看到店里展示的“绝对不出售非法烟草”的证明，但是那里的人公然试图出售非法的来自日本的柔和型香烟，20支装的价格是30澳元。
当被问及这些非法烟草是不是会带来其他健康问题的时候，店员居然表示“没有影响，这些香烟的化学成分相对比较少”。
调查还得知在Greater Dandenong, Monash 和 Casey地区还有数十家类似的商店和烟草店在出售非法香烟。
Dandenong地区一位不愿透露姓名的烟草店的老板告诉调查人员，每天会有数十名顾客要求购买非法香烟。
她说：“如果我们告诉他们不卖非法香烟的话，他们会去其他地方买，那我的小生意还怎么能经营下去。”
一名来自墨尔本东南部的女子从Dandenong的一家商店拿着一条非法香烟走了出来，她说她在当地这样做已经2年多了。
她说：“对我们来说，花50澳元买一整条烟要比花45澳币买一包烟可便宜多了，我不觉得有什么问题。”
“戒烟实在太难了，我也尝试过戒烟，但那又贵又难，我坚持不下来。”
Sarah White博士指出，一些非法烟草中含有有害和有毒的化学物质。
White博士说：“在世界某些地方发现了散落烟草中的老鼠粪便，以及其他各种令人讨厌的东西。”
“即使香烟作为消费品来说仍旧具有致命性，但我们知道工厂制造的香烟均符合一定的质量标准。
“合法香烟中还含有阻止霉菌孢子生长的化学物质。”
White博士说，维州需要执行更严格的烟草法，包括零售许可等等，这将使非法烟草的销售者面临高额罚款。
“这很重要，因为做错事的人就会失去执照。”
10月份的时候，一位维州女子就因为在澳大利亚多个州大规模供应，分销非法烟草而被判处3年监禁。
澳大利亚边境部队发言人称，打击非法烟草走私是首要任务。
她说，购买非法烟草，即便是个人使用那也是违法的。
“购买非法烟草的澳大利亚人应该意识到，这些销售的收益正在支持有组织犯罪集团，这些犯罪集团利用非法烟草的收入来资助他们其他的非法活动。”
如果被指控犯有非法烟草相关的罪行，个人将可能面临最高10年的有期徒刑最高5倍于所逃关税的重罚。
据澳大利亚边境部队称，非法烟草每年给澳大利亚造成的收入损失超过8.22亿澳元。

Black market cigarette sales are rampant in Melbourne’s southeast, with customers lining up to buy under-the-counter deals, a Leader investigation can reveal.
A month-long investigation, which involved the Leader going undercover, revealed Springvale as a hotspot for illegal tobacco sales known as “chop chop”.
The Leader found more than 10 Asian grocers, supermarkets and tobacconists in Springvale selling illegal tobacco, with people lining up asking for “cheap smokes”.
When the Leader approached one small Asian grocer shop owner asking what “cheap cigarettes” were available, the worker said to “look over the counter” showing dozens of packets of illegal Marlboro and Double Happiness cigarettes selling for $20 for a pack of 20.
In another instance at a well-known tobacconist, who had a sign up in the shop stating it “didn’t sell illegal cigarettes”, the worker blatantly tried selling Leader a packet of “newly imported smooth Japanese cigarettes”, which was $30 for a pack of 20.
When the Leader asked the worker if there were any additional health concerns smoking illicit tobacco, the worker responded “no – there’s less chemicals in these ones”.
The Leader is also aware of dozens of shops including supermarkets and tobacconists in Greater Dandenong, Monash and Casey also selling illegal tobacco.
One Dandenong tobacconist, who asked not to be named, told Leader she had dozens of customers asking for illegal cigarettes every day.
“It’s not good for our business, when we tell them we don’t sell them, they say they’ll go somewhere else, it really kills our small business,” she said.
A woman from Melbourne’s southeast, who walked out with a carton of illegal cigarettes from a Dandenong shop, said she had been purchasing them in the area for more than two years.
“It’s so much cheaper for us to buy a whole carton of cigarettes for $50 than a packet of 20 for $45, I don’t feel bad about it at all,” she said.
“The addiction is so strong people are going to do it. I’ve tried to get off the smokes but it’s really hard and expensive too, there’s more support out there for people with drug and alcohol addictions”
Quit director Dr Sarah White said some illicit tobacco contained harmful and toxic chemicals.
“There have been findings in some parts of the world where rat droppings have been found in loose tobacco – all sorts of nasty stuff,” Dr White said.
“Even though cigarettes are lethal as a consumer product, we know the factory made ones are made to a certain quality standard.
“Legal cigarettes also have chemicals in them that stop mould spores growing in them.”
Dr White said Victoria needed tougher tobacco licensing laws including a retail licensing scheme, which would slug sellers of illicit tobacco with hefty fines.
“Our system for enforcing at a retail level is non-existent in Victoria. Victoria and Queensland are the only states in Australia that don’t have retail licensing.
“This is important because people doing the wrong thing can get strikes against their license or potentially lose their license.”
In October, a 48-year-old Victorian woman was sentenced to three years in prison for her part in the large scale supply, distribution and sale of imported and domestically manufactured illicit cigarettes and tobacco products across multiple Australian states.
An Australian Border Force spokeswoman said illicit tobacco was a key operational priority.
“The ABF works closely with international partners that operate across the border to dismantle criminal enterprises,” the spokeswoman said.
She said it was an offence to buy illicit tobacco including for personal use.
“Australians who buy illicit tobacco should be aware that the proceeds of these sales are supporting a market dominated by organised criminal groups that use the profits from illicit tobacco to fund other illegal activities.
“In some instances, funds from the illicit tobacco trade are laundered offshore that may be supporting overseas criminal networks.”
If charged with illicit tobacco offences, individuals face the potential maximum penalty for tobacco smuggling of 10 years’ imprisonment and or a fine of up to five times the amount of duty evaded.
According to the ABF, illicit tobacco costs Australia more than $822 million a year in lost revenue.

有个英国人写了个报告，说要感谢烟民。
贡献了大量地税收，只有一少部分能挺到用完自己贡献度的时候。大部分活不到这个时间，给非烟民留下了福利。
不过这个报告只是从税收分配角度说的。二手烟神马的和因为吸烟而造成的犯罪都没有考虑。

美国黑手党的兴起就是禁酒运动的产物。私酒的利润成了犯罪集团的主要财源，反过来成为抗拒警方的打击私酒贸易的保护伞，促成了逍遥法外的垄断生意。最后不仅禁酒失败，税收损失，还造成黑社会坐大。
同理，如果执法部门不能保证彻底杜绝私烟贩售。那至少也不能创造培植犯罪集团的沃土。
