其实几个政治术语可以放狗查到的

private member's bill是指有议员提出的法案(因为大多数法案都是由政府发动的)

conscience vote是指议员按照自己的良心,意愿进行的投票,而不是按照所在党的立场投的票。

对,法律草案一般由政府提出,通过下议院然后上议院后即成为法律。但是议会的议员们也可以以个人身份提出法律草案,就叫private member's bill。但是这种法案的通过率非常低。
