It's not what you know. It's who you know.
Generally someone's position in a company is a consequence of one's ability. But sometimes there are people who get to high positions without matching skills or abilities.
关系比能力更重要。也就是我们中国人说的没有本事、靠关系升上去的。
A: I can't believe Bob got the manager position. Michael be a much better candidate.
B: You know what? It's not what you know. It's who you know.
A: So it seems...
甲：我不能相信Bob居然当上了manager。迈克尔是个更好的人选啊。
乙：你知道吗？有时候关系比能力更重要。（言外之意：没错迈克尔比Bob更有本事。Bob不是靠本事爬上去的。）
甲：看来是这样的。。。

Condoleezza Rice is the most incompetent State Secretary of USA in recent history. 8 years later, she not only did nothing significant, she is still preaching cold war mentalities even as recent as yesterday. Except her family tie with the Bush family, there can be no explanation why she's in that position. So it seems true, sometimes it's not what you know, it's who you know.
