以前做过一个类似的项目,原来是工业用地,结果后来要做土质报告,还要做一个检测器,放在地块上,至今已经5年了,还竖在那里。不过在bayside council  办事很拖拉的。

大概最终费用会比买价多150%-200%,还要至少等3-5年之后。环污检查2次,相隔几年。
就变成3-5年后花10-12m买这地值不值的问题了。

brownfield的开发是系统工程,每块地都不同,不是简单的说说开挖检测放置什么的。由有专业的有经验的公司来做。一般council的town planner也不懂的,开发过程中间的审查什么的都是专门的consultancy来看的。

之前遇到过一块也是做过加油站的地,连批文也带了,最后也是这个原因放弃了。如果这种地开发商铺+office的话,能搞吗?

It’s difficult to say given the limited information, but at this stage it doesn’t look too bad.  Please note that the estimates I give you in this email are based on best guess based on the report you’ve supplied.

The USTs and fuel / waste storage have leaked as evidenced by the contaminated soils which were generated during the exhumation of the Tanks and oil pits.  Based on this it is considered probable that some soils and possibly groundwater onsite are still impacted by petroleum hydrocarbon contamination.

Whilst the site does not have and environmental audit on it and it is currently zoned Residential, it is considered probable that a more detailed environmental assessment or environmental audit will be a condition imposed by the council planning department during redevelopment of the site.

In terms of further assessment works (as a ball park) that I would suggest are required/warranted:
-          A soil assessment:  The purpose of which would be to classify remaining soils for the purposes of offsite disposal to a depth of 3m (basement depth) and determine residual contamination (if present).

-          A groundwater assessment:  The purpose of which would be to determine / close out that contamination source from site does not impact groundwater or cannot potentially impact other users of groundwater offsite.


As a ball park estimate for assessment and disposal classification works I would suggest allowing $25,000 – 30,000.

In the event that an environmental audit is required I would allow about $70,000-90,000 for auditor and assessment fees (replacing the above figure).

Please note that in the event that groundwater is contaminated these costs may increase with the need for further assessment (additional monitoring rounds, risk assessments, remediation, more wells etc. )  This is something that I can’t really give you a ball park on as it is a big if at this stage and is highly dependent on what contamination is present, how bad the contamination is, and what area it impacts.

The other major consideration you’ll need to make is with respect to timing.  A soil and groundwater assessment would take between 6 and 8 weeks, however, I would allow a minimum of 12 months to 2 years in the event that an audit is required.  Audits can sometimes be completed in less time but realistically an absolute minimum of 6 months needs to be allowed for.

In terms of likely costs associated with the removal of soils from site to facilitate a 3 metre deep basement excavation, I’d allow for an upper limit of $750,000-800,000 but I think it’s more likely to be significantly lower than that and closer to $300,000.

On the plus side, with petroleum contamination of soils, if you have time, it is possible to treat the soils onsite to reduce disposal costs.

In summary assuming that you have an audit requirement and significant contamination of groundwater isn’t an issue on the site you’d be looking at between $300,000 and $500,000  to undertake an environmental audit and excavate a 3m basement onsite over a 6-12 month timeframe.
