What is brick veneer ? is it a good / safe house exterior? is it expensive to build this kind of house?
What is weeping holes ( picture 2) ? Brick veneer house has weeping holes as specified in the drawings.

看到墙上一个一个的洞，不怕水进去吗？贴砖里面的是什么材料？房屋主体木框架是否防水处理的？ 这个才是要看的关键。

the holes are called weeping holes. brick houses have these holes, that is what building inspector said.

从你的描述来看是砖房，那个孔是用来排出潮湿的空气。

thanks, already purchased property file.... drawing did talk about engaging a consulting engineer overseeing this brick construction.

被点名了就说两句，先看下图。
其实nz的 砖墙就是 rainscreen caldding, 砖本身是不防水的， 雨水是可以穿过砖的， 但是因为有cavity 所以这里面是属于低压地带， 没有driving force 让雨水到达里面的framing， 所以只会往下溜，weep holes 就是为了让雨水流出砖墙的，所以weeping holes 一般在会积水的地方，例如砖墙底部，window head。 而为什么在砖墙的顶部也需要 weep holes呢，那是因为当不下雨的时候，风可以进入，从而dry the whole system. 有童鞋会担心潮气会进到屋子里面，答案是不会，因为building paper 是会有效的阻挡潮气。 在砖墙上面再上一层plaster + 油漆，就更好啦，因为water ingress 就更难啦。

看上去就是砖房然后砖的表面批灰盖住了。
结构就像13楼说的那样。
wee hole就是为了排水的。
