R1的zoning，是不是只能翻新旧house，连duplex都不能建？
但是我看网站上是这样解释的

4 Prohibited
Any development not specified in item 2 or 3
第三点permitted with consent，上面有 Multi Dwelling Housing，甚至Serviced apartment。
请有经验的朋友解释一下，不胜感激

第三点里写了“Dual occupancies”，应该可以申请duplex吧

Dual occupancies 就是 duplex, 但是你还要看zoning 图才知道 lot size 要求
