最近收到一封信， Notice of preparation of amendment c109 review of special building overlay(SBO) and land subject to inundation overlay(LSIO) 关于 proposed changes to flooding overlays within the Manningham planning scheme. 这个要不要去Council 去反映，还有如果修改了 overlays 对房子有影响吗？多谢 足友大神指点。

如果是增加overlay，肯定有影响，如果是overlay的细则修改，就看要求了

The existing conditions in local area might have changed, for example, flood level increased, new drainage is provided...so council will re-assess the policy and might introduce new overlays.
Good or bad, it depends. If you have a future development plan, and your property will have one of those overlays, it will be a little more difficult, though normally overlay(s) won't kill your development.
