第一，它叫glen eira council,不叫Carnegie,虽然这次c184的地点在Carnegie中心地带。
第二，它还是proposal阶段，上面批不批，批多少还是个疑问。
第三，总体来说是放松限制，鼓励开发。

DDO 是好还是坏呢?

不同council的ddo要求各不相同，同一council的ddo后面号码不同，规定也千差万别。这个太复杂了，除非涉及这个专业的(专业开发或者规划，设计)，一般上不用深入了解。
