我觉得labor的这个政策真是比较奇怪
因为它并不是完全取消franking credit，只是多余的credit不再refund了
这样对那些收入高的，基本没影响
反而对那些已经退休了的，没有其它收入，只有股票分红的，影响很大

Trying to get your head around Labor's Franking Credit Policy?
Here is a simple guide to help you understand the small but crucial change Labor has proposed to make!
How Franking Credits Work:
Step 1: You buy some shares in a company.
Step 2: The company makes a profit.
Step 3: The company pays the government tax.
Step 4: As a shareholder you earn a dividend, which is basically a fraction of that company’s profit.
Since that dividend is essentially income, you would normally have to pay tax on it — just like you pay tax on your salary.
BUT... because that dividend is coming out of company profit, which has already been taxed by the government, something called dividend imputation kicks in to avoid tax being paid twice on what is essentially the same bucket of money.
Step 5: You get a franking credit. A franking credit is kind of an “I owe you” from the government that acknowledges this extra income you just got has already been taxed. You can trade it in at tax time for a reduction in your tax liability.
This system has been around since Paul Keating introduced it in the 1980s.
Up until now this is all fair enough. But;
Step 6: In 2000 former treasurer Peter Costello changed the system to say that not only can you offset your wages – but you also get the imputation credit paid as a cash refund.
The ALP policy is only to reverse Step 6.
✅ People still get dividends.
✅ They still can claim it against tax if they’ve paid tax.
✅ If they haven’t paid tax they still have the “imputation credit” registered against them in case they pay tax in the future.
They just don’t get the imputation credit as a taxpayer funded cash payment anymore. Plus, if you're on a part or full pension, this change will not impact you!
The policy would save taxpayers $5 billion a year - more than the annual federal budget currently allocates to public school funding!

学习了以下这个 Franking Credit 政策，以防被忽悠。学习心得：
1、if you're on a part or full pension, this change will not impact you! 靠pension生活的退休老人们，跟你没关系。
2、不买股票的，跟你没关系。
3、买股票，交税的，跟你没关系。
4、买股票还不交税的，薅的就是你！以后不能退现金了，但是什么时候交税还可以抵税。
个人觉得工党政策挺公平，不交税凭什么退税金？

Franking Credit basically 在整个经济循环中，公司的 profit 分给股东不会交两次税，公司交一次，个人交一次。
