No fine. Just 45% of your income will be withheld by your payer, you need to wait until end of tax year to claim it back. And a lot of people won't deal with someone without an ABN.
The question is, why don't you just get one?

if you do not have abn, whoever pay your company will withheld 46.5% tfn wihholding tax, you need apply abn for your company as soon as possible, btw when you apply for abn, you can backdated the start date of your abn.
