Some washers come with an adjustable unloader, adjusting it will raise or lower the water pressure
If your pressure washer does not have different nozzles, slowing down the engine (petrol, not electric) should give a similar result

When you think of resurfacing have a look at asphalt it can be pretty cheap and easy to layer over stone.
