unless you are an experienced auto spraypainter, just leave it to the professionals, this certainly isn't something you can tackle with a rattle can if you want anything close to a decent result.
Just visit a body shop and ask for a quote, there may be some bumper clips they will replace as part of the process as they tend to break when removing the old bumper if the car is more than a few years old.
Depending on the colour, they may be able to just paint it using your car's colour code, or they may want to match it to the adjoining panels.
they may spray it with a lighter primer first cover the black and then go with the top colour, but I'm no professional either, so just guessing.
