That noise is the servo motor driving one of the blend flaps for the air on the heating/AC.
It's a common problem.
Flick it over to recirculate or fresh air (which ever it isn't on now) and it will probably not do it.

I can't change it over until the car is on as it's not a switch(it's a button that only works when the car is on)
I think the point is to switch it over to the opposite setting when the car is on and check.if it makes the same sound next time.
