It does sound like power steering, but if you have removed the belt and its still there its not that.
The transmission oil pump can make a similar noise.
Is it definitely coming from the engine not the transmission?

Belt tensioner would be my guess but you say you've taken the belt off.
Spray WD 40 into it and see if it goes away.

Given you took the belt off, I'd go with the chain tensioner.

Just take it to a third party mechanic... probably lot easier to chase down a noise like that on a hoist.
In the interim, get a really long screw driver, touch around the engine (mind rotating parts) with your ear against the screw driver.您应该能够更准确地跟踪噪声的位置。我使用一种机械师的听诊器，它更幻想，可动。ers operate and the engine warms they pump up to correct height...five minutes ...only way to eliminate the noise is to have the head removed and new lifters dropped in....expensive......

What brand of oil filter?
Some aftermarket ones have piss poor/no抗排水后的功能。
